Can children of ransexual parents or gay parents be baptized?
Unfotunately the document published by the Dicastery for the Doctrine of the Faith in their website is in Italian and Portuguese signed on Oct. 31, 2023 by Pope Francis and by Cardinal Víctor Manuel Fernández, prefect of the Dicastery for the Doctrine of the Faith.
We know the reason why it is in Italian and the reason why it is in Portuguese is that it is a response to the question raised by the Bishop José Negri of Santo Amaro, Brazil.

A transsexual – who has undergone hormone treatment and gender reassignment surgery – can receive Baptism under the same conditions as other faithful, if there are no situations in which there is a risk of generating public scandal or disorientation among the faithful.
At the same time, the following should be considered, especially when there is some doubts about the objective moral situation in which a person finds himself, or about his subjective dispositions towards divine grace.
In the case of Baptism, the Church teaches that when the sacrament is received without repentance for grave sins, the subject does not receive sanctifying grace, although he or she does receive sacramental character.
Catechism states, “This configuration to Christ and the Church, brought about by the Spirit, is indelible; it remains forever in the Christian as a positive disposition to grace, as a promise and guarantee of divine protection, and as a vocation to divine worship and service to the Church. ccc 1121
A lot of ultra traditionalist and some catholics reacted negatively on this response but personally, I do not find any error which the Pope can be charged of heresy. The key to the answer is repentance, regardless of the gave sin committed and the promise of the person not to sin again. Just as Jesus said to the prostitute – Go and Sin No More.
